Practice notice: Providing documents to the RPD and the RAD electronically or by fax

​​This Practice Notice (PN) explains how parties may provide documents to the Refugee Protection Division (RPD) and the Refugee Appeal Division (RAD) electronicallyFootnote 1 or by fax.Footnote 2

This PN replaces the:

  • Refugee Protection Division practice notice: Exchange of documents through Canada Post Connect
  • Practice notice: Exchange of documents through Canada Post Connect to the Refugee Appeal Division

These 2 notices are now repealed.

Counsel and designated representatives

If you're counsel or a designated representative appearing before the RPD or the RAD, you're expected to use the Immigration and Refugee Board of Canada's (IRB) My Case portal. It's the most efficient and secure way to send documents.

No other form of electronic delivery of documents is allowed without permission from the relevant division.

To make a request, complete and send the Application to send documents using another electronic method to the appropriate ​regional office. This will only be approved in exceptional circumstances.

Self-represented parties

The My Case portal is not currently available for all self-represented parties. If you're a self-represented claimant or appellant, you may use email to provide documents to the RPD or the RAD until you receive an invitation to get access to the My Case portal.

Filing instructions

To help manage documents effectively, the RPD and the RAD have created How to submit documents electronically or by fax to the RPD and the RAD. These instructions:

  • combine requirements from the divisional rules and practice notices 
  • make it easier to understand how to submit documents
  • will be updated as needed to reflect changes in technology or operations

You will be notified before any changes to the instructions are implemented.

Documents submitted to the RPD or the RAD electronically or by fax must meet the technical requirements set out in the instructions. If they do not meet the requirements, they may not be accepted.

Effective date

This PN comes into effect on October 30, 2025.
