Responses to Information Requests

Responses to Information Requests (RIRs) are research reports on country conditions. They are requested by IRB decision-makers.

The database contains a seven-year archive of English and French RIRs. Earlier RIRs may be found on the European Country of Origin Information Network website.

RIRs published by the IRB on its website may have attachments that are inaccessible due to technical constraints and may include translations of documents originally written in languages other than English or French. To obtain a copy of such attachments and/or translated version of the RIR attachments, please email us.

Responses to Information Requests (RIRs) cite publicly accessible information available at the time of publication and within time constraints. A list of references and additional sources consulted are included in each RIR. Sources cited are considered the most current information available as of the date of the RIR.

RIRs are not, and do not purport to be, conclusive as to the merit of any particular claim for refugee protection. Rather, they are intended to support the refugee determination process. More information on the methodology used by the Research Directorate can be found here.

The assessment and weight to be given to the information in the RIRs are the responsibility of independent IRB members (decision-makers) after considering the evidence and arguments presented by the parties.

The information presented in RIRs solely reflects the views and perspectives of the sources cited and does not necessarily reflect the position of the IRB or the Government of Canada.

Algeria: Update to DZA38735.F of 10 April 2002 on the documents required to obtain and renew an Algerian passport; whether several types of Algerian passports exist, and their description (January 2005-May 2005)

Research Directorate, Immigration and Refugee Board, Ottawa

In 10 May 2005 correspondence sent to the Research Directorate, the consular affairs officer at the Algerian Embassy in Ottawa indicated that there are three types of passports in Algeria:

Diplomatic passport (burgundy)

Military passport (blue)

Standard passport (green)

According to the Algerian Embassy in Ottawa's Internet site, Algerian nationals living in Canada who, along with their spouses and children, register regularly with the Algerian consular services have the right to request an Algerian passport or to request the extension or renewal of their passport (n.d.). Applicants must submit the following documents to the consulate: their consular registration card, their old passport, four photographs, one cheque or postal money order for CDN$95 to the Algerian Embassy in Ottawa, and a completed application (see attached form) (Algerian Embassy n.d.). If an individual has lost or damaged his or her passport, the individual must inform the nearest Algerian embassy or consulate and submit a declaration of lost passport, obtained from the local authorities, which describes where it was lost and the reason that it was lost (ibid.). The embassy added that

[translation]

in compliance with Article 62 of the 1994 finance law [Loi de Finances], a tax of CDN$95 will be added to renew a passport, in the case of loss or damage, in addition to the standard passport fees (ibid.).

For further information on the steps for renewing an Algerian passport and on the issuing of passports to children, please see the following Internet site: <http://www.ambalgott.com/html/passeport1.htm>. For a copy of the application for an Algerian passport and for the paternal authorization required to issue passports to children, consult the attached documents.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
