Susan Bibeau holds a Bachelor of Law degree from the Université de Montréal, a Master of Business Administration (MBA) from Concordia University, as well as a graduate certificate in business administration from the Public Administration University (Université du Québec à Montréal).
Ms. Bibeau started her career at the IRB in 1990 as a refugee protection officer (RPO), a position that she held intermittently from 1990 to 1999. As an RPO, Ms. Bibeau conducted examinations of refugee protection claimants, prepared documentary evidence for hearings and advised the IRB on legal issues. From 1992 to 1993, she acted as a legal adviser, and her tasks consisted of reviewing members' decisions and giving legal advice.
Over the years, Ms. Bibeau has taken on various positions at the IRB. She was a program policy advisor in the Operations Branch, a position that required her to write policies for the Board. Then, she became acting head of the Strategic Planning and Partnerships Directorate. Next, she obtained a position as an advisor on national initiatives within the Refugee Protection Division (RPD), where she coordinated the implementation of new RPD initiatives, including the initiative on change management.
In the late 1990s, Ms. Bibeau was appointed manager of operational support, and she led a multidisciplinary team that provided support services to RPD members. She also acted as expert counsel by giving advice on issues related to refugee law to members of that team. Ms. Bibeau held that position until June 2005, when she became Director of the Immigration Division for the Eastern Region. This position included managing the delivery of the Immigration Division (ID) program and advising ID members on technical and legal issues.
On April 1, 2009, Susan Bibeau was appointed Director General of the Immigration Division, after performing those duties on an acting basis since July 2008. Effective December 15, 2012, the Director General of the ID became known as the Deputy Chairperson of the ID.
