Expedited Report

Endnotes

  1. The RPO shall provide a brief description of the claim, which shall include the following information: claimant's age, sex, and country(ies) of alleged persecution, the Convention ground(s) upon which the claim is based, as well as a concise statement of the facts supporting the claim. This description should not usually need to be longer than three or four sentences.
  2. The RPO shall indicate whether the following issues have been resolved to the RPO's satisfaction at the expedited interview, or whether they should be dealt with at a hearing into the claim. The RPO shall also briefly set out the reasons for his or her recommendation.

    • whether the claim fits within the definition for a Convention refugee or a person in need of protection;
    • whether there are any outstanding credibility issues;
    • whether the claimant's identity has been sufficiently established;
    • consistency of the alleged facts of the claim with current country information;
    • whether there is any Ministerial participation or whether facts may exist which may necessitate Ministerial involvement, e.g. exclusion.
  3. Part B (Member's decision and supporting reasons) shall be completed only in those cases where the RPO recommends that the claim is suitable to be accepted without a hearing and the case is subsequently forwarded to a member for decision.
  4. The member shall provide reasons for his or her decision whether or not to determine the claimant to be a Convention refugeeor a person in need of protection without a hearing.

    Where the member determines the claimant to be a Convention refugee, the member may link their reasons to the claim information provided above by the RPO.

    Where the member decides to refer the claim to a hearing, the member should indicate the reasons why he or she has done so, e.g. indicate on which issue(s) the member is of the view that a hearing is required.
